Shameful Act: Falsely claiming to be the “Seer of Seers,” this misleading marmot has duped millions nationwide into believing his beady eyes can gaze into the future and accurately prognosticate the weather. Phil spins propaganda messages throughout popular culture using news broadcasts, movies and even schools to inflate his reputation, dubiously claiming to be both a 100% reliable source of meteorological information and immortal.

Penalty: None whatsoever – he continues to be revered by millions despite historically being less accurate than a coin flip, and in the face of his well-documented episode of road rage that led to the death of news reporter Phil Connors.

Where is he now: Living large in Gobbler’s Knob, where a cadre of devotees feed, house and cater to his every need, including administering “groundhog punch” every summer to ensure his longevity.
