Imposter scams continued to rise in 2016, overtaking identity theft as the second most common form of reported consumer fraud and climbing to the number one complaint among military members, according to a new FTC report. The agency attributed the rise to an increase in reports of scammers posing as the government. Debt collection remained the top consumer complaint, with more than double the number of complaints as imposter scams.
