That bag is slack filled.ed packaging for Werther’s Original Caramel Hard Candies. Specifically, the complaint claims that the opaque packages contain more than 40% empty space. (Woods et al v. Storck USA L.P., Case No. 18-cv-2409, C.D. Cal.)
